A construction scandal reverberates throughout Malaysian politics
DREAMED up in the go-getting 1990s, the Port Klang Free Zone was supposed to turn a medium-sized harbour into a regional trans-shipment hub that might one day rival Singapore. The project got a green light in March 1999, as Malaysia was emerging from a recession. A decade on, amid another recession, the block of reclaimed swampland sits virtually empty—and bust. Excluding interest payments, cost overruns have risen to 3.5 billion ringgit ($987m), up from 1.9 billion ringgit in 2001-02. An audit by PricewaterhouseCoopers said the project would not make money and warned that the port authority might default unless it restructured the business. The resulting scandal has raised familiar worries about crony capitalism, tarnished the reputation of a new anti-corruption watchdog and enveloped a junior partner in the ruling coalition.
In the 1990s scandals about dodgy land deals, secret contracts and lax or non-existent oversight came and went, unexamined. Today an invigorated opposition and an unfettered online media have made apathy and obfuscation harder. Caught in the new spotlight, port officials, politicians and contractors have traded accusations of fraud, corruption and waste. Police are finally investigating the port after years of prodding. Heads seem likely to roll, though not necessarily the right ones.
The scandal should be a job for the new Malaysian Anti-Corruption Commission (MACC), created earlier this year from the ashes of another, toothless agency. The new body is supposed to act without fear or favour in tackling corruption, which Transparency International (TI) reckons has worsened in recent years. Anti-graft campaigners welcomed the setting up of MACC, which—on paper, at least—is a more robust institution than its predecessor, with independent advisory panels.
Alas, the MACC is not exactly focusing much attention on the port. Instead, say critics, it has been spending time on other matters, some trivial, often in opposition-run states, leading to accusations of partisanship. Several executives in Selangor, which is run by Anwar Ibrahim’s People’s Justice party, have been hauled in for questioning about expenses unrelated to the port. On July 16th the probe took a tragic turn when Teoh BEng Hock, a young aide to a state councillor, fell from a window in a tower block, where MACC officials had earlier been questioning him in a late-night session. An inquest into his death has considered stories of a struggle before his fall, as well as suggestions of suicide. A verdict is expected next month.
Meanwhile, the MACC and the police have said they are investigating the Port Klang case. About time, grumbles Tony Pua, an opposition MP in Selangor. He points out that a colleague filed a police complaint in 2004 over irregularities in land-acquisition there. Several other complaints were also filed. The police said there was no case to investigate. “It troubles a lot of people,” says Paul Low, president of TI’s Malaysia chapter.
The scandal has shaken the Malaysian Chinese Association (MCA), a member of the coalition led by the prime minister, Najib Razak. The party has long held the transport portfolio, giving it oversight of the port. Ong Tee Keat, the party’s president and minister of transport, has vowed to get to the bottom of the scandal, even if it involves former or present MCA officials. The result has been a power struggle between him and the party’s number two, Chua Soi Lek, a former health minister. On August 26th the party expelled Mr Chua over a 2007 sex scandal.
But Mr Ong’s image as an angel of justice took a hit when the port contractor claimed he had given him a political donation of 10m ringgit. Mr Ong has since filed a defamation suit against the contractor, Tiong King Sing. Not to be outdone, Mr Tiong, who heads a small political party in Sarawak, lodged a police report against Mr Ong. Mr Tiong has political clout. Few expect him to lose the case. However, Mr Chua, the ousted deputy, is not going quietly. He has called an extraordinary general meeting of MCA delegates to challenge his sacking. Only one of the party leaders is likely to survive.

Hah mufti, keluarlah fatwa!
KUALA LUMPUR (AFP) - - Malaysia said Tuesday a caning sentence handed to a Muslim model for drinking beer would be reviewed, because it was "too harsh" and could damage the nation's reputation.
Kartika Sari Dewi Shukarno, 32, was found guilty of drinking at a hotel nightclub and sentenced by a religious court last month, making her the first woman to face caning under Islamic law in Malaysia.
She won a surprise reprieve Monday when she was detained and then abruptly released by religious officials who had planned to take her to a jail where she was to undergo the thrashing.
Women, Family and Community Development Minister Shahrizat Abdul Jalil said the chief judge of a state Sharia appeals court had ordered the sentence to be deferred pending the review.
"The overriding view was that the sentence meted out was too harsh and is not commensurate with the offence," she said.
"We are equally concerned not only for Kartika Sari, but also for the fact that this one particular case could have damaged the image of Malaysia in its fair and just implementation of the Sharia law."
Prime Minister Najib Razak earlier Tuesday urged Kartika to appeal the sentence, which has generated unwelcome headlines and jeopardised Malaysia's image as a moderate Muslim-majority nation.
"I believe the authorities concerned are sensitive on this matter and realise the implications of this case," he said.
"I feel the person concerned should appeal to the state authorities and not be so willing to accept the punishment."
But the mother-of-two, who has stared down religious authorities by challenging them to cane her in public, again refused and said that if the courts wanted to back down they should do so openly.
"I won't file any appeal," she said in a telephone interview with AFP. "Carry on and cane me, don't waste my time."
Kartika said she had sought the advice of a judge and a religious scholar in her family's home state of Perak, who advised her to "calm down and keep quiet for the time being" while legal authorities discussed her fate.
Human rights group Amnesty International has urged Malaysia to abolish the "cruel and degrading punishment."
The conservative Islamic party PAS said Tuesday however that religious authorities should not be deterred by pressure from civil society groups, and that the thrashing should go ahead immediately.
"It would be good for Kartika if the sentence can be carried out now if she is ready to accept it, because this is the holy month of Ramadan and she will be more remorseful," PAS Youth chief Nasrudin Hassan Tantawi told AFP.
Malaysia, a multicultural country with large Chinese and Indian communities, has a dual-track legal system and sharia courts can try Muslims for religious and moral offences.
Although alcohol is widely available, it is forbidden for Muslim Malays, who make up 60 percent of the population. They can be fined, caned, or jailed for up to three years but prosecutions are extremely rare.
Kartika's case comes as the government of Selangor state, which surrounds the capital Kuala Lumpur, debates the availability of alcohol.
State legislator Hassan Mohammad Ali said Tuesday that mosque officials had been given the power to arrest Muslims who drink alcohol and violate other Islamic laws.
"The new policy allows these individuals to arrest Muslims who are caught drinking alcohol, who don't fast during the fasting month of Ramadan and many other violations of Islam including prostitution," he told AFP.
"However, we urge these new authorities not to be overzealous in carrying out their duties... as the idea of the law is to instill an Islamic way of life for Muslims and not to create fear for Muslims and non-Muslims."

wa salute la
shuffle..org dulu2 panggil breakdance. kalau tnya budak2 skrng confirm dorng lebih tahu pasal shuffle dari hukum tajwid. kalau pegi mana2 pun nampak budak2 muda tgh menari shuffle.kadang2 best gak performance dorang, tapi banyk yg aku geli. muka ganas giler, tapi menari tepi jalan, apa barang beb.
zaman aku, breakdance dah mati, rap pun dah x berapa dah. masa tu lagu2 eddie hamid tgh naik. giler lentok, kalau nyanyi sekali dgn emosi, leh menangis woo..band2 mcm UK's, slam, scoin, spoon dll mmg leh carik makan masa tu. nyanyi jiwang sket, pastu wat muka sedey, air mata mcm nak leleh, confirm leh jual album.tpi kalau dengar lagu2 tu balik, leh tergelak sorang2. punyalah poyo lirik dia.
masa kat sekolah dulu ada gak beberapa mkhluk yg layan muzik ni. masa tu aku mmg tak into sgt bab2 muzik mainstream ni. paling mainstream pun aku pernah layan OAG..hahah..tu mainstream ke? nirvana (masa tu curt cobain baru mati), snakepit, cromok, as-sahar, megadeath , tu kumpulan2 yang kadng2 aku dengar gak lagu dia, tu pun sbb roomate aku kutu metal.
bagi aku, muzik ni cuma alternatif hiburan. kalau ko rasa muzik lebh mendamaikan dari bacaan ayat al-quran, lantaklah..tpi yg pening bila ada plak yg jadikan muzik ni sebagai cara hidup dorang. tu yg ada smpai amik punk, metal, blackmetal sebgai agama dorang. yang pkai baju ala2 penyanyi rap, ghotic, makan sampah, cakp mencarut, sbb nak menghayati muzik aliran dorang. yang ni jenis mmg fanatik giler, snggup mati demi muzik yg dorang perjuangkan. dlu satu masa kat malaysia pun ada..geng 4U2C vs KRU..macam hampeh..ntah apa2.
tapi x semua pengaruh muzik ni x elok. kalau korang tengok lagu otai2 nasyid macm raihan, rabbani, qathrunnada, dorang pun bawa budaya islamik melalui muzik. kopiah, baju melayu, muzik islami, ni adalah pengaruh dari muzik dorang.
sbb tu aku support sgt saranan tuan guru nik aziz utk mnjadikan muzik sebagai saluran utk dakwah. bila geng2 otai rock mcm amy, renggo, eto, akil (ni org kmpung aku ni..hahah) dekat dgn PAS, tuan guru mengalu2kan kehadiran dorang. bahkan tuan guru sampai tangkap lelehlah bila amy nyanyikan lagu rock berunsur ketuhanan.

Ust Khairul Azhar mungkin bukan nama besar. Ketua Pemuda PAS Tampin, Khairul Azhar Kamaruddin, 35 meninggal dunia akibat serangan denggi di Unit Rawatan Rapi (ICU), Hospital Seremban, Negeri Sembilan.
Rasanya baru sangat mendengar ceramah Maulidur Rasul beliau ketika Majlis Maulidur Rasul anjuran Keadilan Rembau minggu lepas. Dua hari lepas semasa cheGuBard berceramah bersama Hj Mohamad Sabu beliau menjadi pengerusi Majlis. Memang beliau kata beliau demam. cheGuBard bergurau dengan dia selepas dia mula naik pentas untuk pembukaan.
"Demam apanyer mengaum macam harimau berantai" kata padanya.
Menurut salah seorang ahli keluarganya, pihak doktor mendapati buah pinggang Khairul kini gagal berfungsi, selain hati membengkak dan darahnya dimasuki kuman.

Say NO to umno!
Keputusan muktamar perkukuh Pakatan Rakyat perlu dipertahan - Nik Aziz
Salmah Mat Husain Foto Rizal Tahir Wed Mar 18, 09 3:30:17 pm MYT
KOTA BHARU, 18 Mac (Hrkh) - Mursyidul Am PAS, Tuan Guru Dato' Nik Abdul Aziz Nik Mat mahu keputusan yang dicapai pada muktamar PAS di Ipoh tahun lepas untuk memperkukuhkan hubungan Pakatan Rakyat perlu dihormati.
Iklan
